Dimosthenis Papastavrou

Dimosthenis is an EU and NATO Affairs Consultant specialising in European defence policy, institutional coordination, and strategic planning. With over a decade of experience in defence policy formulation, he brings deep expertise in the EU, and CSDP in particular, EDA, EU-NATO relations, and defence capability development.

He served at the Directorate for International Relations, Hellenic Ministry of National Defence, initially as a Policy Officer and as the Head of the EU Affairs Office. In this role, he acted as Greece’s principal coordinator for all EU-related defence matters, providing strategic policy advice and technical input on operations, capabilities, planning, partnerships, and defence diplomacy.

As Deputy Central PoC for Greece to the EDA, he coordinated technical and strategic input across national structures and served as the Ministry’s EDA policy officer, ensuring Greece’s effective participation in capability development projects and strategic initiatives.

He also served as Head of Postgraduate Studies & Research Department at the Hellenic Air Force Academy, managing postgraduate programmes and research activities, and as Head of Registry at NATO SHAPE in Belgium. He also held the position of Head of Undergraduate Studies at the Hellenic Air Force Academy.

Dimosthenis is a graduate of the Hellenic National Defence College and holds an MA in Politics, Language and Intercultural Communication from Ionian University, an MA in European Studies and a BA (Hons) in International Relations and Politics from the University of Portsmouth, UK.
